Temporary Part Time Property Appraiser & Data Collector

Applications are being accepted for the position of Temporary Part Time Property Appraiser & Data Collector in the Assessor’s Office.

 

This is position has an hourly pay rate between $30.00 to $34.00 for up to 28 hours per week through June 30, 2022.

 

The candidate in this position should be skilled and technical in appraisal work to assist the Assessor in valuing real property.   Participates in appraisal inspections of residential real estate for assessment purposes and works in parallel with the assessor for the computation and valuation pertaining to appraising and fixing of assessment.  Appraiser must use considerable discretion and judgment in the establishment of fair assessments, based upon field appraisals, prescribed procedures and requires good judgment and knowledge of property values.  This position will provide customer service to the public regarding the assessment process. The candidate will need to enter collected data with accuracy into software systems and maintain excellent files, attentiveness to processing documentation and create reports.

TITLE:             PT - Property Appraiser & Data Collector      SALARY: $30.00 – $34.00/hr

The candidate will need to enter collected data with accuracy into software systems and maintain excellent files, attentiveness to processing documentation and create reports.  

 

Supervision Received:

Works under the general supervision of the Assessor in accordance with prevailing statutes, policies and procedures.

 

Essential Duties and Responsibilities:

·        Assist Assessor in developing values for residential real property within the current State mandated revaluation cycles.

·        Physically inspect sites of building permits, measure and collect field data for valuation changes.

·        Oversee the sales verification and analysis report program and related activities, including but not limited to analyzing sales inspections, MLS reviews, and sales questionnaires data. 

·        Inspect residential property sales within the current revaluation cycle.

·        Process updated changes from data collection into CAMA (computer assisted mass appraisal), for Grand Lists.

·        Confer with property owners, attorneys and real estate agents on current values of residential real property.

 

Required Knowledge, Skills and Abilities:

·        Knowledge of residential real property values in and around the Town of Simsbury preferred.         

·        Knowledge of modern principles, practices, and methods of estimating property values for assessment purposes.

·        Knowledge of laws and ordinances relating to assessment administration including the Connecticut General Statutes, C.A.A.O and the Appraisal Institute.

·        Knowledge of MS Word, Excel and other current appraisal software and products.

·        Knowledge of accounting principles and methods, as applied to assessment practices.

·        Ability to accurately measure, calculate and make estimates of residential real property values for assessment purposes.

·        Ability to establish and maintain effective working relationships with associates, attorneys, other town department representatives, residents/homeowners, and the general public in discovering, listing, and/or valuing residential real property using principles of good customer services.

·        Ability to communicate effectively with individuals, in person or by telephone, using tact, diplomacy, sensitivity and ability to express oneself clearly and concisely, orally and in writing.

·        Ability to adhere to strict timelines and deadlines in accordance with the Connecticut General Statutes.

·        Ability to use independent and objective judgement in deciding techniques of appraisal and the reliability of information obtained.

 

Required Minimum Qualifications: 

College degree and a minimum of five (5) years of (fee or mass) appraisal/assessment experience.  Considerable knowledge of basic mapping skills, general assessment practices and valuation techniques.   Must have knowledge of and skills with CAMA software and assessment administration applications (preferably with eQuality and QDS).

 

2 to 4 years of experience in assessment office or an assessment related profession is preferred.

 

SPECIAL REQUIREMENTS:

·        Must possess or working towards a Certified Connecticut Municipal Assessor designation or have a current Residential Real Estate Appraisal Certification.

·        Must possess and maintain a valid Connecticut Motor Vehicle Operator’s License

Experienced Commercial Appraiser:

Wellspeak Dugas & Kane, LLC is actively seeking to fill a full-time position for an experienced commercial real estate appraiser.  Preferably, the candidate must:

 

  • Have a minimum of three years of experience in the valuation of commercial real estate in the State of Connecticut
  • Maintain a State Certified General Appraiser license with the State of Connecticut
  • Have proficient analytical skills in a wide range of commercial property types
  • Proficient in Microsoft Word and Excel
  • Preferably with experience using Argus

  • Ability to work independently but with good communication skills with firm partners and colleagues
  • Ability to produce thorough, well-written, and well-supported appraisal reports
  • Ability to be well-organized with a strong commitment to adhere to client deadlines
